Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Amid the considerable disarray surrounding the American military actions on Venezuela, the apprehension of President Nicolás Maduro, and Donald Trump's announcement that the US will “run” the country and “take back the oil”, a single fact remains evident – these actions create a deeply alarming precedent.

Past Interference and a New Threshold Crossed

The United States has a grim history of interference, invasion and occupation in that part of the world, but the recent overnight operation witnessed its first major military attack on South American land. “American dominance in the western hemisphere will never be questioned again,” Mr Trump declared.

The move to assault another sovereign country and seize its president – only a few days after he stated a desire for negotiations – carries even broader implications. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, commonly thought to have stolen the last election. They now face profound uncertainty at best. Mr Trump has indicated that Maduro's second-in-command, Delcy Rodríguez would follow US instructions, and brushed aside conservative dissident leader and Nobel prize-winner María Corina Machado as a plausible replacement.

However, Ms Rodríguez, now the temporary head of state, has so far sounded notes of defiance – and other parts of the headless administration are even more hardline.

The Superpower as Rogue State

A man who was elected vowing to end foreign wars now says he is “not afraid of boots on the ground”. Renaming the Department of Defense as the Department of War was more than posturing. He fails to perceive the world’s superpower as a international peacekeeper; he is turning it into a rogue state.

He believes that the United States' strength enables it to do as it wishes with minimal cost: consider the attacks in Nigeria and against Iranian nuclear sites. He claims that Venezuelan oil means this most recent venture “won’t cost us a penny”.

An Illegal Assault on Sovereignty

George W. Bush launched the invasion of Iraq on a lie. But this illegal attack came absent any United Nations mandate or authorization from lawmakers; key legislators received no advance notice and say they were given false information in briefings. Mr Trump aims not merely to stretch international norms, but to obliterate them.

Set aside the message this sends to leaders in Moscow, Beijing, and beyond, and ask where the US itself is heading. While the raid is said to have slain 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s escalating feeling of being untouchable will likely encourage further adventurism.

The Thin Pretext and True Motives

No one buys the justification that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently granted clemency to the past Honduran leader Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is driven by the promise of energy wealth as well as machismo, the worldview of key officials, and the desire for glory as his support at home declines.

Tepid International Response and Waning Global Governance

The worldwide reception, especially in Europe, has – with honourable exceptions – been surprisingly subdued. That’s not because of Mr Maduro’s sins, but anxiety over Mr Trump’s wrath. The forceful statement from UN Secretary General António Guterres was notable, but this episode highlights the waning power of international bodies.

Mr Trump’s isolationist supporters at home could still pressure him to focus on domestic issues once more – but escalating insurance prices, economic unhappiness and ongoing controversies increase his appetite for distraction.

It has been less than 12 months into his presidential term. World leaders may live to repent if they remain quiet at this juncture, with the question of which nation is next looming.
