Ukrainian President Volodymyr Zelensky Declares He Lacks Definitive Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have not given him concrete pledges that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.

His comments come a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "an essential component of our dedication to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if European countries would come to Ukraine's aid.

"However, until we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia reciprocated the action.

Moscow now holds about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
